Electric boilers do not work in power outages if you lose your power you lose your heat and or your hot water when you rely on an electric boiler.
Gas water heaters have a gas burner that heats the water from below the tank.
If there is no pressure reducing valve you can manually feed the boiler by opening up the water feed valve until the boiler pressure reaches 12 psi.
Disconnect the wire and open the thermostat if its not heating the water or not automatically stop after heating.
Electric heater controls the temperature and once the temperature rises high and heated up fully there is a control to disconnect the power supply and the heating will stop.
